It works for me when using Windows 7 SP1 64-bit. But indeed, it doesn't work with Windows 8.1, it seems like Media Preview just can't seek to a determined timestamp on Windows 8.1 for whatever reasons. I'll do further investigation later.

Thanks for the added samples. They will help me at tracking down what's going wrong. For now, I still didn't find out what's wrong, but I still have some stuff to test before giving up. Please, stay tuned!
